While of course there may be slight differences between both, formula contains all the nutrients that are required for the growth of a baby. In fact, babies that are fed with formula grow more quickly than breastfed babies in the first year. Formula production is closely monitored to ensure that all the necessary nutrients are included.
The answer to this is Yes, it is safe. However, there are sanitation practices that must be carried out by the mother to ensure that the entire feeding process is safe and hygienic for the baby. It is the absence of these that increase the health risks of infant milk formula.
